It is generally accepted that applications of mechanization in libraries concern two broadly distinct areas of interest: (a) housekeeping routines, and (b) information retrieval. If the latter is taken to include the retrieval of bibliographical facts and citations the areas cannot, in practice, be wholly differentiated since the required input involves the technical processes of cataloguing and classification, or refinements of them, applied as part of a routine treatment of accessions. With manually operated systems the purist might wish to distinguish these technical processes from routines such as ordering procedures, accession methods, accounting, and stock control. In a mechanized system the distinction becomes meaningless because of the pressure to exploit to the maximum each unit of input.

The National Library should be the last place to which a reader will go for books or information; in other words, the mass need should be met by local or special services and the national facilities reserved as suppliers of last resort. The Committee recognize this in defining their purpose as seeking to identify what is necessary at national level ‘to supplement the services of the public, university, and special libraries, and of the existing information services’. This approach necessarily involves an accurate assessment of the specified services, since any misconceptions about them would invalidate the conclusions on what is needed to supplement them and render irrelevant any recommendations on how to provide it.

A question of size THE Committee set up by the Minister of Education in 1957 to “consider the structure of the public library service in England and Wales, and to advise what changes, if any, should be made n the administrative arrangements, regard being had to the relation of public libraries to other libraries,” was the first such since the Kenyon Committee which reported in 1927. One of the most controversial aspects of the Roberts Committee's deliberations was the consideration of the minimum size (in terms of population) of an independent library system.

Not many weeks back, according to newspaper reports, three members of the library staff of the School of Slavonic and East European Studies in London were dismissed. All had refused to carry out issue desk duty. All, according to the newspaper account, were members of ASTMS. None, according to the Library Association yearbook, was a member of the appropriate professional organisation for librarians in Great Britain.

UNTIL 1952 Queen's University was fortunate to have one main library building. With the establishment of the Institute of Clinical Science in the hospital area 1½ miles from the main university site, the formation of a separate medical library near the hospitals was considered essential.

THE changes in London local government which came into operation on 1st April, 1965, cut across the existing regional library bureaux organisation.

THERE has recently sprung up a great interest in antiques, probably due to Arthur Negus and his TV and broadcast programmes, and perhaps it is this which has made county librarians also, think about their past and their beginnings. Gloucestershire was the first to become aware of the fact that its library was fifty years old, and that a genuine antique, in the shape of its first librarian, still existed and could be questioned about the early days. So in December, 1967, the Gloucestershire Library Committee staged a most successful 50th birthday party, and invited me to cut the birthday cake, on which were 50 candles! And a very great occasion it was.

THE joint publication, by the Institute and Society of County Treasurers, of Public Library Statistics for 1963–4 provides material of considerable topical interest at this time. The Public Libraries and Museums Act 1964 came into force on 1 April 1965 and only a day or so before this date the Department of Education and Science issued Circular 4–1965, which, in addition to giving a general description of the provisions of the Act, includes an appendix drawing attention to the report of the Ministry of Education published in 1962 (“Standards of Public Library Service in England and Wales”) which, the Circular says, “gives guidance on the factors to be taken into account in considering the adequacy of the service”.
